1300 STOCK CAR SPECIFICATIONS 2002


1.    VIOLATIONS
When referring to the engine, gearbox, differential, mechanical or construction, rules and regulations the principle will always be: Unless permission is specifically granted to make modifications, or any variation, nothing may be done to alter or change in any way the standard Parts.
Unless these rules state you can do it, you CANNOT DO IT.
Cars, Engines and Fuel will be checked on a random basis.
Violations will result in an immediate suspension of all racing facilities and any refusal will also result in an immediate suspension.
All car and engine specifications will be taken from the Technical Service Data book for cars as published by Glass's Guide Service Limited. Technical queries can be addressed to, The Secretary, O.R.C., Technical Committee, P.O.Box 9889, Birmingham, B43 6WA.

NB: Drivers are reminded that scrutineer checks can be carried out at any time, and most certainly on all official championships. If parts are suspected of being illegal make sure you leave them with the promotion if you do not agree. If you remove any parts that are in dispute from the stadium, without the consent of the scrutineer/promotion, they will automatically be deemed illegal. Any running gear, including brakes may be used from the same manufacturer's range to a maximum of 1400cc eg. no parts from a 1600 cc may be used.

2.    DEFINITION
The Stock Car is a standard production vehicle up to 1300cc and with ironwork in and around car for contact racing. The object is to complete the specified number of laps in the shortest time. You may push a car from behind or spin a car to the inside of the circuit, you must not follow a car to the inside of the circuit, you must not follow a car into the safety fence, or lean or spin a car in to the safety fence. Unnecessary baulking of a faster car is not permitted. The circuit is clearly marked from the 'in green' and you are not permitted to allow your wheels to pass over this demarcation.

3.    TYPE OF CAR
Any four seater, front engined saloon or hatchback constructed of steel not exceeding 1300cc when manufactured, as listed in cars eligible section, as detailed below.

CHASSIS / IRONWORK / BODYWORK
IMPORTANT NOTICE: All ironwork must be 2.5mm to 3.5mm. Where an imperial measurement is given a metric equivalent may be used.

N.B C.H.S. = Circular Hollow Section / S.H.S. = Square Hollow Section / R.H.S. = Rectangular Hollow Section.

4.    BODYWORK
a)    Bodyshells and panels must remain as manufactured and must retain the original silhouette, and panels must not be shortened, modified or substituted unless specific permission is granted within these rules.
b)    Front wings below the ironwork may be removed to ironwork.
c)    The front inner wing panels must remain to within 15cms of the front panel.
d)    Front and rear chassis members should not be shortened or cut back, and where possible the front panel should remain.
e)    The removal of any structural stiffeners is NOT permitted with exceptions of doors, bonnets, boot/tail gate and doors must be welded closed.
f)    The boot floor may be removed (not chassis members) from the rear axle centre line to the rear panel.

4.    IRONWORK
Bumpers
a)    Front and rear bumpers must have 2 horizontal bars with four or five equally spaced uprights, 38 x 38mm S.H.S. or 50 x 25mm R.H.S.
b)    Bumpers must be flat and horizontal irons must be a minimum of 36cms top to bottom.
c)    Front bumper hoops must be fitted both ends of the front bumper and the vertical upright should be a minimum of 8cms in height above top horizontal irons, with a support from the side iron going no further back than the centre of the front wheel, and one support going across the front bumper, no further than the second upright (not including the corner upright). Fence side corner upright may be tube or box section - 3mm thick. There must be no small pieces of metal attached to the upright.
d)    There should be a minimum of 3 pieces of ironwork joining each outer corner upright of the front and rear bumpers, coming from the front to the rear, excluding the bumper 'rope' extension (4.c)
Siderails
e)    All side rails must be constructed of 50 x 25mm R.H.S. and must be a minimum of 30cms apart top to bottom.
f)    The area between the top and bottom and front and rear wheels may be constructed of 3mm plate and the removal of the original panels in this area is permitted, but if the original panels are left in place, a 3mm thick plate, a minimum of 2/3's of the total width of the door must be welded on the outside of the chicken bars on both side of the car, the side rails must be a minimum of 30cms apart. Protection bumpering must be constructed in accordance with illustration to ensure even contact between cars.
Under Irons
g)    Must be under body and pass over or under rear axle or subframe or over or under the front cross member or subframe.
h)    Subframes where fitted may be mounted to the under irons.
i)    Under irons must follow chassis rails or floor, but must not be above chassis rails or floor at any point.
Exceptions to this rule would be when a piece of floor running next to a chassis rail is lower than the chassis rail, it may be pushed up level with the top of the chassis member or cut out.
j)    Under Irons must be 38 x 38mm S.H.S, or 50 x 25mm R.H.S. and may be cross braced. They may connect to the internal ironwork
Front Wheel Protection
k)    A single piece of either 38 x 38mm S.H.S. or 50x 25mm R.H.S. may be fitted centrally over both front wheels on the exterior ironwork only, to protect the struts. It must be a maximum of 61cms in length with rounded edges.
Rear Wheel Protection
l)    A    Ironwork must cover the top of the wheel rim. The lower ironwork may be shaped outwards to a maximum of 50mm from the original side ironwork. The 38 x 38mm S.H.S. that protects the rear wheel may continue to the rear bumper.
B    The area between the top and bottom side rails may be covered in part of whole with 3mm plate.
C    A heavy duty spring must be fitted if a piece of 38 x 38mm box section is not used. The spring must be securely bolted in front of the wheel, and the slider mounted behind the wheel, with a minimum of one 38 x 12mm bolt and washers. The spring must not be heated to bend (cold bending only if necessary - welding is not permitted).
Extra Protection Ironwork
m)    This is allowed on the inside of the car only and cannot be "straight through", there must be a break of 15cms front to rear, either by stepping and joining or diverting, or angling the ironwork.
n)    A single piece of 38 x 38mm S.H.S. may be used coming off the passengers door top chicken bar to the dash cross bar, this bar must not come further back than the centre of the passenger door window aperture (measured at the lower edge of the window aperture).
o)    A single section of 38 x 38mm S.H.S. may be fitted from the near side front lower bumper iron, to the rear roll cage hoop cross bar, it any connecting ironwork must not be above the lower door chicken bar, inside the confines or the roll cage
p)    Corner gussets to a maximum of 15cm triangles can be used, but over lapping of gussets is not permitted.
q)    It is recommended that the drivers floor pan, below pedals, be reinforced with a piece of steel plate 3mm thick.

5.    STEERING AND SUSPENSION
Must remain standard as manufactured with the following exceptions:-
Steering Column
a)    Height can be adjusted to suit the driver, however it is recommended that the upper retaining brackets of the column be strengthened on some cars for safety.
b)    A quick release type steering mechanism may be fitted.
Suspension top mounts
a)    The nearside front top suspension mounting may be repositioned to achieve negative camber and castor and may be strengthened but this must not be adjustable. The offside suspension top mounting may be strengthened only.
Shock Absorbers
a)    NO Gas Shock Absorbers can be used and all suspension legs must remain as original except where gas shocks were fitted, these must be replaced with an oil filled leg. You may change the oil in oil filled front suspension legs. Competition shock absorbers must not be used.
b)    On front (strut type) shock absorbers, if the tube is pressed in to the hub it may be welded and strengthened at this point.
c)    Front units only with sealed tops may be modified to a screw top closure in order to service the unit.
The foot valve may be modified but must be the original, i.e. Vauxhall to Vauxhall, or Toyota to Toyota.
Locating holes or eyes on shock absorbers must not be elongated or re-positioned.
Springs
Springs are free, but an 18cm block must freely enter under the driver side door sill between the front and rear wheels. This will be checked without the driver in the car, if at the end of any race the car fails this check the drivers' points and prize money will be deducted. No 57mm diameter competition springs may be used. Only one spring per corner.
Front Suspension
On the near side front only, the lower track control arm can be lengthened by 25mm - no longer and no shorter. There is no tolerance permitted on this measurement.
Rear Suspension
The Toyota Starlet rear suspension top axle link bars, may be substituted for bars and bushes of a different size, but you must not alter the length.

6.    ROLL CAGE (must be constructed of 38 x 38mm S.H.S. or C.H.S. 3mm to 3.5mm)
The roof may be removed to aid welding and fitting of the cage, but must not be lowered or shortened when refitted.
a)    A full roll cage 38x 38mm S.H.S. or 38mm C.H.S.
b)    The cage must have 1 front hoop, 1 rear hoop.
c)    2 roof-connecting bars with the complete top area of the roll cage filled in with 3mm plate welded on all four sides.
d)    The roll cage hoop feet must be welded to four 3mm thick plates 10cms squared, welded or bolted to the floor, if not an integral part of the ironwork.
e)    Each door must have a minimum of 2 chicken bars minimum of 30cms apart top to bottom with 3mm plate welded to the outside.
f)    There must be 1 cross bar in front and 2 behind the driver, one at shoulder height to support the seat.
g)    Any part of the roll cage, which comes into direct contact with the driver, must be suitably padded.
h)    Each front door must have 3mm plate welded on the outside of the chicken bars or a 3mm plate may be substituted for the original panels between the top and bottom ironwork, between the front and rear wheels. If the original panels are left in place, a 3mm thick plate, a minimum of 2/3's of the total width of the door must be welded on the outside of the chicken bars on both sides of the car, the side rails must be a minimum of 30cms apart.

7.    ENGINES

The engine must be standard to the car. An oversize bore of 1.5mm maximum is allowed. All engine components must remain standard and must not be inter-changed from different models with different engine sizes.
a)    Air filters may be removed or replaced.
b)    No ram pipes, bell mouths or stubs are allowed.
c)    Chock butterflies and cold start equipment may be removed BUT ECONOMY DEVICES MUST BE FITTED AS STANDARD.
Carburettor
d)    The carburettor you must use is shown with venturi size in the cars that are eligible list
1.    The slow run, air correction and main jet, where fitted may be drilled to adjust mixture only.
2.    The carb' venturi size must not be altered.
3.    The carb' body must not be altered or modified.
4.    Exhaust manifolds with a hot spot under carburettor may be blanked off.
e)    The standard sump must remain, but many may be baffled and the oil pick p may be modified within the confines of the sump.
f)    In the case of the Toyota Starlet 3K & 4K engines the cylinder head with ports larger than 29mm must not be used.
g)    Cylinder block and head may be skimmed on the head gasket surface only. The Head Gasket must not be modified in any way.
1.    If the oil feed to the cylinder head becomes misaligned when head is surfaced it may be realigned.
2.    Head bolts may be shortened or washers may be used.
3.    3 angle valve seats on the cylinder head are not permitted.
4.     No welding of cylinder head, either repairs or modifications.
5.     Valve springs - the original manufacturers part or any standard pattern replacement may be used. No
Competition types.
h)    Engine mountings may be solid, but mountings must not be removed from the cross member or the engine bay. The engine position must not be altered.
i)    The engine may be tilted (slightly) to stop fuel starvation.
Distributor
j)    No electronic ignition unless as manufactured. Distributors must be the original manufacturers part, and the mechanical advance may be altered, but the vacuum advance unit must be fitted and working. The base plate cannot be fixed.
Note: with the Nova/Corsa - you can use either Bosch distributor with contacts, or the AC Delco electronic ignition system.
k)    Head and piston combinations must be as manufactured. The maximum piston protrusion will be 010.Thou. and pistons must have their original identification markings on the crown.
l)    Engine and gearbox may be restrained.

8.    Wheel Base
The wheelbase on the off side and near side must remain as standard, + or - 25.4mm. When repairs have been made to the suspension with standard parts, and wheelbase is incorrect, washers may be added or removed from front tie bars or anti-roll bars only.

10.    GEARBOX/FINAL DRIVE
The gearbox and final drive must remain standard, but gears and ratios from the same manufacturer may be interchanged and the gearbox and final drive may be interchanged within the manufacturers range. The differential assembly may be locked by way of welding. All of the above exceptions must be achieved without machining or modifications of the standard part(s).
Driveshafts: Must be the original fitted to make and model, or any shaft within the manufacturers range and must remain standard. The fitting of spacers is not permitted.
Propshafts: May be modified or interchanged from manufacturers range.
Gearbox Mounting: The gearbox mounting may be solid but must not be re-positioned.

11.    VEHICLE WEIGHT/BALLAST
Only fuel may be added to your vehicle when checked directly after any race An official must be present whilst car is being refuelled.
Each car as presented ready for racing, must not weigh less than 850kg and must not weight more than 1050kg.
Ballast is not permitted.

12.    BRAKES
Must remain standard as originally fitted to the model, and be working on all four wheels. Handbrake must remain and must be in working order. No modifications are permitted.

13.    WHEELS & TYRES
Any standard steel road wheels, to a maximum width of 14cms can be used. Please note that the use of alloy or any competition wheel is not permitted.
From 31st March 2000, drivers may purchase types from any supplier. The only permitted tyre is the 175/70/13 Motorway, old or new tread pattern. Tyre buffing is permitted.

14.    EXHAUST SYSTEMS
The standard exhaust manifold, which the model was produced with, must be used. Exhaust manifolds with a hot spot under carburettor may be blanked off. A single Ford silencer Part No E1 ADDN 5320A or AX891 is permitted. A minimum 25cms section of tail pipe must be fitted to the silencer facing rearwards or down. Any exhaust system passing through the drivers cockpit must be fully covered by a metal shied.

15.    COOLING SYSTEMS
Radiators are free but must occupy their original position. Only one radiator permitted.

16.    WINDSCREENS/GLASS
a)    All glass must be removed.
b)    A metal upright, to a maximum 2.54cms box or tube, minimum 1.9cms box or tube section, must be welded or bolted to the centre of the front windscreen aperture.
c)    A wire mesh panel covering the drivers side of the screen is recommended.

17.    MIRRORS
a)    Rear view interior mirror may be fitted.
b)    Door/exterior mirrors must not protrude beyond extreme body/chassis width of the vehicle.
c)    The size of the mirror approximately 15 x 10cms maximum, and if glass should be covered with a clear plastic, to prevent the glass from fragmenting.

18.    CATCH TANK
An oil catch tank with a minimum capacity of 1 litre, must be fitted in the engine bay, and must have a minimum of 2 breather pipes connecting to it, one from the rocker box and one from the crank case. If the catch tank becomes ineffective during racing or practice the car will be withdrawn from the event.

19.    BATTERIES & ELECTRICAL SYSTEM
a)    Batteries must be securely fixed and covered with a rot proof material if fixed inside the vehicle or cab.
b)    Contact between the safety harness and battery must not be possible.
c)    Batteries must be a minimum of 15cms from the fuel tank.
d)    A battery master switch must also be fitted in the area of the rear left hand window and must be clearly marked - ON/OFF or have an Electricity Danger Decal.
e)    If an electric fuel pump is used a switch must be fitted within each reach of the driver.
f)    A self starter motor must be fitted and in working order at all times.

20.    FUEL TANKS & SYSTEMS
a)    All fuel tanks must be a positive means of fixing (metal straps or bolted)
b)    Filler caps must not be prone to spillage - no push on caps. Caps must be metal and secure or screw on type.
c)    Fuel tank including filler caps must be covered by a firewall.
d)    Fuel outlet must be from top of tank.
e)    A breather pipe which must incorporate a one way valve or have a vent pipe terminating below tank, so if inverted would prevent spillage must be fitted.
f)    All fuel pipes must be inside vehicle.
g)    Only road side fuel can be used.
h)    The use of any additives (such as octane booster) is not permitted.
i)    If there is a floor under the tank there must be a 4 c 50mm holes in the floor, in case of spillage.
j)    A fuel shut off tap must be fitted within each reach of the driver.
k)    Fuel lines must be meal or metal covered.
l)    A single electric pump may be used in place of original.
m)    Fuel tanks must be metal only or FIA approved.

Only tanks with a maximum capacity of 18.18 litre (4 gallons) or less are permitted, this must be fitted inside the boot or rear area. IT MUST NOT BE FITTED BELOW THE CHASSIS RAILS of the car. A firewall between the driver, fuel tank including filler cap and pump must be fitted. An electric fuel pump may be used.

21.    NUMBERS
Side of Cars
The drivers racing number must appear on both side of the car. Preferably these should be in large American style numbers on a contrasting background, background must extend a minimum of 50mm beyond the outline of the number(s). The minimum height and stroke of the numbers must be 41cms high and 8cms stroke.
Fin Plate
Fin plate(s) must be used if aerofoil is not applicable, and the numbers should be a minimum of 23cms high by 38mm stroke, and a maximum of 30cms x 5cms - black on white background fitted above the roof line and visible from both sides.
The fin plate must be a maximum size of 63cms high x 61cms wide (there should be no other advertising boards/signs above the roof line).

22.    DRIVERS NAME
a)    A sun visor to an approximate depth of 15cms with your name or nickname clearly sign written must be fitted.
b)    All sign writing must be approved by the promotion, other names permitted are those of sponsors and mechanics only.
c)    The drivers name must be clearly sign written on the car.

23.    DRIVERS SEAT
Section 1
1)    Seats should occupy original position where applicable.
2)    Seats must be of competition type and adequately supported at shoulder height.
3)    If a seat does not have mechanical stiffeners at sides and back, a framework must be made to strengthen seat.
4)    It must be securely fitted and provide a strong head restraint otherwise the head restraint must be an integral part of the roll cage.
5)    If you have an integral head restraint it must be fixed top and bottom, to avoid your head being forced under or over.
24.    WINDOW NETS
Only belts comprising separate shoulder, lap and sub-straps will be permitted. The sub-strap must be used at all times and all belts must connect to the quick release buckle. In the case of NASCAR lever latch buckles it is advisable to fit a secondary means of detent to prevent overall sleeves accidentally unhooking buckles during racing. A small section of tubegrip elasticated bandage slid over the hooked buckle serves this purpose. Special attention must be paid to the condition of seat belts and fixings once fitted. An extra bar is to be fitted to roll cage behind drivers seat approx 4" below shoulder height of driver. Your seat belts may be fixed to this bar. The bar is to be of roll cage size (see item 10 for size). Information is available form your promotion on the correct procedure to follow when fitting seat belts, remember, your life depends on them. A quick release window net must be fitted to the drivers door aperture, or if the drivers door opens from the outside, with no inside locking device whatsoever, the window net may then form an integral part of the door. The netting should have holes not larger than 7.5cm or 3" wide. A quick release cloth window net must be fitted to the drivers door window aperture and should come down level with the steering wheel, and should be flexible and easily removable separate to the movement of the door.

25.    HELMETS/EYE PROTECTION
Protective goggles or visors must be worn. Helmets must be of a minimum standard as directed by British Oval Racing Safety Executive (B.O.R.S.E.) These are BS6658/85 Type A, BS6658/85 Type A/FR, Snell SA95, Snell SA2000, SFI Foundation 31.1 or SFI Foundation 31.2. The European E22 standard will not be accepted.

26.    CLOTHING
a)    Drivers must wear racing overalls of flame retardant proban or higher specification material.
b)    Drivers and mechanics must wear bright coloured racing overalls, and these must be maintained in a clean and tidy condition when in public view.
c)    WET WEATHER clothing must be worn in addition to and not instead of racing overalls.
d)    Gloves and balaclavas are highly recommended.

27.    FIRE EXTINGUISHERS
An operational fire extinguisher with a sight gauge must be securely fitted not taped, in to the car and must be within easy reach of the driver. The size should be 1kg (2.2lbs) and have contents of either dry powder or CO2 gas. The use of firetrace or similar fire extinguisher is also permitted providing a sight gauge is fitted to same. All fire extinguishers must be maintained in top class working order at all times.

28.    ROOF GRADING
All cars must paint 90% of their roof or a minimum of a 61cms wide strip with a 50mm stripe either side in contrasting colours from the front to rear in their roof grade colours. The grading strip must not have any sign writing on it.

World Champion - Gold Roof
European Champion - Red & Yellow Chequered
British Champion - Black & White Chequered
National Champion - Gold Stripe (to be placed one side of the grading stripe)
English Champion - White with Red Cross (St George)
Scottish Champion - White with Blue Cross (St Andrew)
Irish Champion - Green Cross
Points Champion - Silver Roof
Best In Britain - Union Jack
Superstar - Red, White and Blue stripes
Grade Colours - Red, Blue, Yellow and White
a)    All roof grade champions must start from the rear of the grid, the only exception to this rule is where time trails or specific grid orders are implemented
b)    Any of the above champions racing together, should start in order as listed above i.e. World Champion at the back of the grid etc.
c)    Multi-Champions will start next to the World Champion.

29.    FINAL PREPARATIONS AND COLOURS
Finally make sure that in the construction of your car you have not included any flammable material, all original interior and exterior trim, mouldings and wiring must be removed. The external painting of the car must at all times be of professional appearance preferably in bright colours although any colour scheme is permitted. Cars must NOT be painted in team colours, or painted to look similar to other cars, unless this is required and specifically stated by the promotion (i.e. Team Events). All sign writing must be of a professional nature. Scrutineers are instructed to refuse any car which they consider unsafe, unsightly or in any way offensive.
